Every house lists a ₲/day property tax on its card. Being homeless (the sidewalk) or living in a Cardboard Box costs ₲0/day — no tax at all.
Property tax is collected automatically, once per day, when you visit the office (the lobby) or clock in. You don't press anything — the government just takes it.
You can never go below ₲0. If you can't cover the full tax, the government takes whatever you have and calls it even — no debt, no eviction, just an empty wallet and a lesson about real estate.
